You may get many different answers, but from my growing experience I may sometimes use a natural organic like earthworm castings in the soil mix they germinate and will be growing in for the first years. I do not personally add any additional ferts until they are at least 4 + months old.

I will only feed when the temps are, and will stay warm, and the cactus is actively growing. I do not recommend a high nitrogen content for peyote. I personally use a 2/7/7 for very young plants, and when they are a year old or older, a bit higher like 4 on the nitrogen. If in doubt, over dilute. I only feed higher nitrogen early in the growing season, and 2nd or 3rd feedings for the year go back to the 2/7/7

My expeience has also been that worm casings (or probablly any aged manure) added to the original mix is beneficial.   I had a bad experiennce with liquid fert feeding young seedlings, and can not recommend such a feeding more tthan once ever few months max.

These cactus seem to respont better to  beneign neglect than to excessive care.

I suggest you follow any advice Skywatcher gives, he's the peyote master!
