I've never hydrated a cake with grain water. You're asking for contamination especially if it was just boiled and not pressure cooked.

Now the oat water can be used with agar to make grain water agar.

@jrh, I'll echo others comments that you can just use a cheese grater.  That's what I did to prep these bins--see photos.  Just shredded the cakes and mixed with PC'ed straw and alpaca poo (aged 3 years to reduce the acidity).  the substrate "mats" in the bins were only 2 inches thick/tall.
