Too old to grow

First off i'm not referring to myself, I'm referring to my Black Kow manure. I don't grow a whole lot so is it possible for my year plus old bag to go bad? Before I transferred it to a recycled cat litter bucket with a flip lid , cleaned out of course I put it on a tarp, watered it down and left it out for three days. It didn't smell of urine to start with. Over the past year I've had more failures than successes (like 3:1) and I want to eliminate that as a possibility.

I keep leached, dried, field-aged manure in the same way. Both horse and cow manure. It always works fine regardless of how long it has been stored.

 

I've never used the bag stuff from the big-box stores.
