Cannabis is legal in a growing number of states.  In order to adapt to that reality, the new policy is:

 

"Open trading of cannabis seeds is prohibited"

 

and

 

"Any trading done via Private Messaging is your own business, and responsibility to use good judgement rests on each individual."

 

If the trades take place entirely within states where cannabis is legal, then you are abiding by state law.  You should assume that interstate trades violate federal law, even if they are between two contiguous, cannabis-legal states.

 

ALSO

 

The U.S. Postal Service is a federal organization, and will probably not look kindly on the trading of seeds, even within pot-friendly states.  Proceed at your own risk.
