How do I clean and maintain my chard barrel after all the good stuff is gone. I got rings falling off.

I used to convert oak whiskey barrels into way overpriced decorative rain barrels so I'm a little bit familiar with them and if I understand your problem correctly it just means the wood is getting too dry. I don't know about cleaning them, though.
If the staves start to fall out you can put them back in place (as well as you can) and hopefully rehydrating the wood will make them tighten back up. Sometimes I had to drill two little holes in the metal hoops so I could secure them at the right spot with small screws until the wood swelled back up and held.
